Turismo de Portugal strengthens financing to support new tourism projects

Portugal is strengthening financial instruments aimed at supporting tourism projects across different regions of the country, promoting the geographical diversification of the activity and creating investment opportunities in territories with high development potential.

 

This strategy follows the strong recent performance of the tourism sector. In 2025, tourism revenues reached €29.1 billion, the highest value ever recorded in the country, consolidating tourism as one of the main drivers of the Portuguese economy.

 

At the same time, Portugal has been establishing itself as an increasingly relevant market within the European hospitality investment landscape.

 

The country currently ranks among the five European markets with the highest number of hotel projects in development, according to the Europe Hotel Construction Pipeline Trend Report by Lodging Econometrics, reflecting the growing confidence of international investors in the sector.

 

In this context, Portugal benefits from strengthened financial instruments aimed at encouraging the qualification of the tourism offer and the economic development of lower-density territories.

 

These instruments have contributed to accelerating structural investments, promoting sustainability, and fostering the development of higher value-added tourism products.

 

Another relevant instrument is the REVIVE Programme, which promotes the recovery and tourism valorisation of public historic heritage through concessions to private investors, simultaneously contributing to the economic revitalisation of the regions where these assets are located.

 

By combining public financing instruments, innovation and environmental requirements, Portugal has been attracting an increasingly qualified investor profile.

 

The country has also been investing in the integration of innovation in the tourism sector, through initiatives such as the Tourism Innovation Centre (NEST), which promotes digitalisation, sustainability and the development of new technological solutions applied to tourism.

 

According to Carlos Abade, President of Turismo de Portugal, “more than a destination of choice, Portugal positions itself as a safe, innovative investment ecosystem committed to sustainability and the enhancement of territories.”

 

This development strategy aims to ensure that tourism growth simultaneously contributes to territorial cohesion, the creation of qualified employment and a more balanced management of tourism flows across the territory and throughout the year.

 

By combining institutional stability, consistent sector performance and public policies focused on sustainability and innovation, Portugal continues to consolidate itself as an increasingly attractive destination for tourism investment within the European context.
