EY Attractiveness Survey Portugal 2026
According to the EY Portugal Attractiveness Survey 2026 report, Portugal maintains its position among the top 10 European destinations by number of Foreign Direct Investment (FDI) projects.
Despite a downturn in FDI compared to last year, the share of expansion projects in Portugal rose from 26% to 37% of the total, signaling strong confidence among established investors.
In 2025, the country attracted 186 FDI projects, experiencing a smaller drop than the overall decline across Europe. Consequently, Portugal held onto 9th place in Europe by total number of FDI projects.
This is one of the key findings of the EY Attractiveness Survey Portugal 2026, a study that combines an analysis of investment projects announced in 2025 with a survey evaluating the perceptions of 200 international decision-makers regarding the country’s attractiveness.
In a more cautious international environment, 57% of investors state they plan to invest or expand operations in Portugal over the next 12 months, slightly above the European average (54%), while 56% believe that Portugal’s attractiveness will improve over the next three years.
