IPDT – Institute for Tourism Planning and Development demonstrates Tourism’s resilience in the face of global instability

The tourism sector in Portugal continues to demonstrate a solid foundation of resilience and maintains optimistic prospects for the future, even in the face of a more unstable and demanding global environment. According to data from the IPDT Tourism Barometer, the professional Confidence Index settled at a robust 80.6 points. This result confirms that, despite a slight decline from recent highs driven by greater macroeconomic prudence, the sector remains firmly above the 80-point threshold that characterizes the period of strong post-pandemic dynamism.

 

The strategy of national tourism operators is increasingly focused on enhancing the value proposition and profitability, rather than mere volume growth. While forecasts point to a global stabilization in tourist numbers and overnight stays across both domestic and international markets, approximately 40% of industry professionals anticipate a clear increase in revenue. This trend reflects more efficient pricing management and Portugal’s consolidated capacity to attract higher value-added segments.

 

Portugal’s positioning as a highly secure tourism destination also emerges as a decisive factor for future performance. Given the escalation of geopolitical tensions in the Middle East, nearly all respondents (94%) anticipate a global reconfiguration of international traveler flows, who will seek refuge in Western Europe. In this scenario, 64% of experts predict that national tourism will register a better performance throughout the year, benefiting directly from the displacement of demand away from regions with higher risk exposure.

 

This dynamic projects an overall positive impact for Portuguese tourism, opening doors to capturing international events and high-net-worth travelers who traditionally opted for other geographies. Although the sector faces structural challenges and external pressures, such as rising energy costs and the need to integrate climate risk management into operations, future prospects point to a trajectory of sustained growth, supported by the destination’s security, quality, and rapid adaptive capacity.
